The TAC L2P Program matches learners from 16 to 21 years old with a fully-licensed volunteer driver and practice vehicle to help them gain driving experience.

Before being matched with a volunteer Driver Mentor, learners participating in the program have access to up to seven free driving lessons throughout the program with a professional instructor.

This helps learners build their skills before getting on the road with a volunteer mentor and continue progressing through the four stages of the Graduated Licensing System.

Many learners don’t have access to a car or supervising driver, making it difficult to reach the 120 hours required. Your donation helps cover vehicle costs, fuel, and volunteer support, making a real difference in a young person’s life.

Who is eligible for the TAC L2P Program?

Learners need to meet the following criteria to join the TAC L2P program:

  • be between 16 and 21 years old (in some cases up to 23)
  • hold a current learner permit
  • have no access to a vehicle or a supervising driver
  • live in Warrnambool or Moyne local government areas

To apply for L2P Warrnambool Moyne, take the following steps:

  1. Login to your myVicRoads account or create an account.
  2. Go to ‘licences and learner permits’.
  3. Towards the bottom of the page, select ‘Apply as a learner in the TAC L2P Program’.

L2P learner applicants are required to have a myVicRoads account however exemptions are granted in some circumstances.

More than a local program

The TAC L2P Program is funded by the Transport Accident Commission (TAC), managed by the Department of Transport (DoT), supported by the Victorian Government and coordinated by Brophy Family and Youth Services with the Warrnambool City Council.

Increased Independance

In regional areas having a license is a crucial step toward an independant life. Being able to drive to work or study is an important part of creating the life you want.

Interested in becoming a Mentor?

The Commitment:

A minimum of two hours a month (ideally two hours per fortnight) of driving supervision with your matched Learner Driver/Mentee.

You’ll also be required to undertake one day of face-to-face training (on a Saturday) before you are matched to your mentee.


To become a volunteer mentor you need to:

  •  Hold current full Australian driver’s licence
  •  Have satisfactory driver license history
  • Be medically fit to drive (we may discuss this further through the application process)

As part of the process, you will also be supported to obtain:

  • A Working with Children’s Check (Volunteer)
  • A National Police Check
